Intent	This rule ensures that there is no duplicate employment status records in the ILR
Guidance	Check there are no overlapping employment status records with the same combination of Employer identifier, Agreement Identifier and Employment Status Monitoring
Description	A learner must not have consecutive Learner Employment Status records with the same Employment status, Employer ID (including where Employer ID is null) and Employment status monitoring types and codes.

Detailed error condition
Detailed description	A learner must not have consecutive Learner Employment Status records with the same Employment status, Employer ID (including where Employer ID is null) and Employment status monitoring types and codes. (error where there is more than one record consecutively (based on LearnerEmploymentStatus.DateEmpStatApp ) for the learner with the same combination of LearnerEmploymentStatus.EmpStat , LearnerEmploymentStatus.EmpId , EmploymentStatusMonitoring.ESMType and EmploymentStatusMonitoring.ESMCode )
