Guidance	Ensure that, if the Country of Permanent Address is recorded as England or Wales the MSTUFEE code is recorded correctly and is valid in the ILR specification
Description	If the Country of Permanent Address is England or Wales, the Major source of tuition fees should not be 'Student Awards Agency for Scotland' or 'DELNI/Northern Ireland Education and Library Boards'

Detailed description	If the Domicile is England or Wales ( LearningDeliveryHE.PERMADDCOUNTRY = XF or XI), the Major source of tuition fees should not be 'Student Awards Agency for Scotland' or 'DELNI/Northern Ireland Education and Library Boards' (error where LearningDeliveryHE.MSTUFEE = 3 or 4)
