Description	If the Country of Permanent Address is Scotland, the Major source of tuition fees should not be 'English or Welsh LEA award' or 'DELNI/Northern Ireland Education and Library Boards'

Detailed description	If the Country of Permanent Address is Northern Ireland ( LearningDeliveryHE.PERMADDCOUNTRY = XG), the Major source of tuition fees should not be 'English or Welsh LEA award' or 'Student Awards Agency for Scotland' (error where LearningDeliveryHE.MSTUFEE = 2 or 3)
