Intent	This rule ensures that the Tlout code is recorded when a learner is completed or withdrawn
Guidance	Check the learner has been recorded correctly as withdrawn or completed and add the appropriate Tlout code
Description	For Tailored learning provision if a learning aim is recorded completed or withdrawn the Tailored learning outcomes field must be returned

Detailed error condition

Detailed description	For Tailored learning provision ( LearningDelivery.FundModel = 11), if a learning aim is recorded completed or withdrawn ( LearningDelivery.CompStatus = 2 or 3) the Tailored learning outcomes field must be returned (error where LearningDelivery.TLout is unknown)
