Guidance	Ensure that, if the learning aim is Tailored learning funded and is level 3 or below, the Learning Delivery HE record is not returned
Description	If the learning aim is Tailored learning funded and is a level 3 or below, the Learning Delivery HE record must not be returned

Detailed error condition

Detailed description	If the learning aim is Tailored learning funded ( LearningDelivery.FundModel = 11) and is a level 3 or below, the Learning Delivery HE record must not be returned (error where LearningDelivery.LearningDeliveryHE is known)
Exclusions	This rule is not triggered by aims with LARS_NotionalNVQLevel_v2 = '4', '5', '6', '7', '8' OR 'H' where LearningDelivery.LearnAimRef = LARS_LearnAimRef
