Description	For starts on or after 1 August 2024, where learning delivery category is not 37 and are Adult Skills Fund funded, for learners aged between 19-23 at the start of the aim, for aims that are level 2 or below, full funding cannot be claimed if the learner is not earning below the earnings threshold

Detailed error condition

Detailed description	For starts on or after 1 August 2024 ( LearningDelivery.LearnStartDate >= 2024-08-01) and where learning delivery category is not 37 and are Adult Skills Fund funded ( LearningDelivery.FundModel = 38), for learners aged between 19-23 at the start of the aim (( LearningDelivery.LearnStartDate - Learner.DateOfBirth ) >= 19 years and <=23 years), for aims that are level 2 or below (LARS_NotionalNVQLevelv2 = E, 1, or 2 where LearningDelivery.LearnAimRef = LARS_LearnAimRef), full funding cannot be claimed if the learner is not earning below the earnings threshold (error where LearningDeliveryFAM.LearnDelFAMType = FFI and LearningDeliveryFAM.LearnDelFAMCode = 1 and there is no record of LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 391 on the same learning aim)
Exclusions	This is not triggered for: Restarts ( LearningDeliveryFAM.LearnDelFAMType = RES), English and maths basic skills (LARS_BasicSkillsType = 01, 11, 13, 20, 23, 24, 29, 31, 02, 12, 14, 19, 21, 25, 30, 32, 33, 34, 35 (where LearningDelivery.LearnAimRef = LARS_LearnAimRef and LearningDelivery.LearnStartDate => LARS_EffectiveFrom (and =< LARS_EffectiveTo or LARS_EffectiveTo = null)), Essential Digital Skill (LARS_BasicSkillsType = 43 (where LearningDelivery.LearnAimRef = LARS_LearnAimRef and LearningDelivery.LearnStartDate => LARS_EffectiveFrom (and =< LARS_EffectiveTo or LARS_EffectiveTo = null)) Digital Functional Skills (LARS_BasicSkillsType = 44 (where LearningDelivery.LearnAimRef = LARS_LearnAimRef and LearningDelivery.LearnStartDate => LARS_EffectiveFrom (and =< LARS_EffectiveTo or LARS_EffectiveTo = null) Combined authorities (DD35 = Y)
