Guidance	Ensure that, for starts on or after 1 August 2024 and the learning aim is funded through the Adult Skills Fund funding model, and the learner's prior attainment is a full level 3 or above and they are not earning below the earnings threshold, the aim must not be a level 3 aim, as shown through the FALA service
Description	For starts on or after 1 August 2024 and the learning aim is funded through the Adult Skills Fund funding model, and the learner's prior attainment is a full level 3 or above, and the learner is not earning below the earnings threshold, then the aim must not be a level 3 aim

Detailed error condition

Detailed description	For starts on or after 1 August 2024 ( LearningDelivery.LearnStartDate >= 2024-08-01) and the learning aim is funded through the Adult Skills Fund funding model ( LearningDelivery.FundModel = 38), and the learner's prior attainment is a full level 3 or above ( PriorAttain.PriorLevel = (6, 7, 8, 9, 10, 97 or 98), and the learner is not earning below the earnings threshold, then the aim must not be a level 3 aim (error where LearningDelivery.LearnStartDate >= 2024-08-01 and LearningDelivery.LearnAimRef = LARS_LearnAimRef) and LARS_NotionalNVQLevelv2 = 3) and there is no record of LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 391 and the PriorAttain used will be the latest where the DateLevelApp <= LearnStartDate )
Exclusions	This rule is not triggered by: Restarts ( LearningDeliveryFAM.LearnDelFAMType = RES) or Full funding for learners in devolved areas ( LearningDeliveryFAM.LearnDelFAMType = DAM and LearningDeliveryFAM.LearnDelFAMCode = 023)
