Detailed description	For new starts on or after 1 August 2023 and is 16-19 non apprenticeship funded, then the aims must have 1619_EFA Validity Category in the Validity table in the LARS database. (error where LearningDelivery.LearnStartDate >= 2021-08-01 and LearningDelivery.FundModel = 25 or 82 and LearningDelivery.LearnAimRef = LARS_LearnAimRef and LARS_ValidityCategory <> 1619_EFA)
