Detailed description	For new starts on or after 1 August 2023 and on or prior to 31 July 2024 ( LearningDelivery.LearnStartDate <= 2024-07-31) and is Adult Skills funded, then the aim must have ADULT_SKILLS Validity Category in the Validity table in the LARS database. (error where LearningDelivery.LearnStartDate >= 2023-08-01 and LearningDelivery.LearnStartDate <= 2024-07-31 and LearningDelivery.FundModel = 35 and LearningDelivery.LearnAimRef = LARS_LearnAimRef and LARS_ValidityCategory <> ADULT_SKLLS)
Exclusions	Rule excludes: Apprenticeship provision (DD07 = Y), OLASS learners ( LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 034), Combined authorities (DD35 = Y), Level 3 Free Courses for Jobs ( LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 378)
