Guidance	Ensure that, if the FUNDLEV code is recorded correctly and is valid in the ILR specification
Description	If the Learning Delivery HE data set is returned and the learning aim started on or after 1 August 2024, then Level Applicable to Funding Council HESES must be returned

Detailed error condition

Detailed description	If the Learning Delivery HE data set is returned (LearningDelivery.LearningDeliveryHE is known), and the learning aim started on or after 1 August 2024 ( LearningDelivery.LearnStartDate >= 2024-08-01), then Level Applicable to Funding Council HESES must be returned (error where Learning Delivery HE data set is returned and LearningDelivery.LearnStartDate >= 2024-08-01 and LearningDeliveryHE.Level Applicable to Funding Council HESES is null or not returned
Exclusions	This rule is not triggered where: OfSProviders.HEFundingFieldsRequired = 0
