Guidance	Ensure that, where returned, the Employer identifier is the default number (999999999) or a valid lookup on the EDS system
Description	If returned, the Employer identifier must either be the default number or be a valid lookup on the EDS system

Detailed error condition

Detailed description	If returned, the Employer identifier ( LearningEmploymentStatus.EmpId is known) must either be the default number or be a valid lookup on the EDS system (error where LearningEmploymentStatus.EmpId is <> (999999999 or a valid lookup on edrs_lookup))
