Detailed error condition

Detailed description	If Employment status monitoring code is 'Learner is self employed ( EmploymentStatusMonitoring.ESMType = SEI), the Employment status must be 'In paid employment' (error where LearnerEmploymentStatus.EmpStat <> 10 for that Employment status record)
