For aims where LearningDelivery.AimType = 1 ( If LearningDelivery.ProgType <> 25, and the LearningDelivery.LearnActEndDate is known, use the LearningDelivery.LearnActEndDate OR If LearningDelivery.ProgType = 25, and the LearningDelivery.AchDate is unknown, and the LearningDelivery.LearnActEndDate is known, use the LearningDelivery.LearnActEndDate OR If LearningDelivery.ProgType = 25, and the LearningDelivery.AchDate is known, use the LearningDelivery.AchDate OR If LearningDelivery.ProgType = 32, and the LearningDelivery.AchDate is known use the LearningDelivery.AchDate Otherwise use 31/12/2099 If AimType <> 1, return null
