Tailored Learning Purpose (ACL)
The 7 purpose types that were previously recorded for Community learning remain in place from 1 August 2024 and apply to all types of Tailored Learning provision.
The completion of this field is enforced by validation. Each learner must have 1 code recorded per learning aim. We recognise that a learner may have more than one purpose for enrolling on Tailored Learning provision so please attribute the main purpose for the learning.
From 1 August 2024 the purpose of Tailored Learning must be recorded on a per learner basis.
Recording Family Learning
The (AFL) learning delivery funding and monitoring code should be added into the ILR when a Tailored Learning aim is being delivered as part of Family Learning.
Full/co-funding indicator
Full/co-funding indicator (FFI): FFI1 (fully funded learning aim) should be used if the learner is fully funded and does not pay any fees. FFI2 (co funded learning aim) should be used if the learner is co-funded and, as such, makes a contribution to the cost of the provision by paying a fee.
This field will be enforced by validation for the 2024/25 academic year.
Learning aim changes
We have introduced new learning aims for Tailored Learning FM11. The new learning aims broadly reflect the existing Community learning aims but we have added levels to some areas to support evidencing of progression, including sub-levels for some entry level essential skills aims. This replaces the existing non-regulated formula funded learning aims which will no longer be in use. We have also introduced a set of aims for employer-facing provision that is based on Sector Subject Areas.

Tailored Learning Outcome Area Field
We have introduced a new Tailored Learning outcome Area field that records the outcome of the learning for the learner when they have completed or withdrawn from the planned learning activities.
Each learner must have 1 code recorded per learning aim. We recognise that a learner may achieve in more than one Outcome Area so please attribute the main outcome of the learning. Where the learner has not achieved in any of the Outcome Areas, please use code 11.
The Outcome Area does not need to directly correspond to the learner’s purpose type. For example, a learner may have started a course to support their child’s learning, but their primary outcome area could be an improvement in their maths or English.

Planned Hours field (Phours)
A new collection requirement for Tailored Learning has been added for the Planned Hours field. The hours returned for this field are the planned timetabled learning hours for the learning aim . We expect providers to use the information they provide to learners, for example in a course prospectus or on their websites to complete this field. We do not expect providers to calculate or amend the hours for individual learners (for example, if a learner does not attend all the sessions), or adjust the return for any changes to the planned hours once learning has commenced.
