Detailed description

If the learning aim started on or after 1 August 2013 ( LearningDelivery.LearnStartDate => 2013-08-01), the UCAS application code has been returned ( LearningDeliveryHE.UCASSCHEMECODE is known), and Country of Permanent Address code is within the British Isles ( LearningDeliveryHEPERMADDCOUNTRY = 'XF', 'XG', 'XH', 'XI', or 'XK'), then the Socio-economic Classification must be returned (error where LearningDeliveryHE.SEC is unknown)
