Intent	This rule ensures that a programme type is recorded when aimtype 1 or 3 has been returned
Guidance	Ensure that an applicable programme has been returned, for example if an Apprenticeship programme has been recorded Progtype 25 must be returned
Description	If the learning aim is part of a programme, then the Programme type must be returned

Detailed error condition

Detailed description	If the learning aim is part of a programme ( LearningDelivery.AimType = 1 or 3), then the Programme type must be returned (error where LearningDelivery.ProgType is unknown)
