For new starts on or after 1 August 2025 LearningDelivery.LearnStartDate >= 2025-08-01, the learning delivery HE entity must not be returned on the programme aim. (error where LearningDelivery.LearnStartDate >= 2025-08-01 and LearningDelivery.LearningDeliveryHE is known and LearningDelivery.AimType = 1)
