Intent	This rule ensures that the Apprenticeship Framework is valid for study on the learners start date.
Guidance	Check the Apprenticeship frame work and the learners start date to ensure that they are both recorded correctly and update accordingly.
Description	If the learner is undertaking an apprenticeship framework the learning start date must not be after the "Effective to" date for the Framework on LARS.

Detailed description

If the learner is undertaking an apprenticeship (DD07 = Y) framework programme ( LearningDelivery.AimType = 3), then the Learning start date of the programme must not be after the 'Effective to' date for this framework in the Framework table in LARS (error where (LARS_EffectiveTo <> null AND DD04 > LARS_EffectiveTo) from the LARS_FrameworkAims table where (LARS_ProgType = LearningDelivery.ProgType and LARS_FworkCode = LearningDelivery.FWorkCode and LARS_PwayCode = LearningDelivery.PwayCode and LARS_LearnAimRef = LearningDelivery.LearnAimRef )
