Intent	This rule ensures that the framework the learner is enrolled in is valid and fundable on the learners start date
Guidance	Check the framework on LARS to ensure that it is valid and update accordingly
Description	For apprenticeship frameworks the start date must not be after the effective to date in the framework tables in LARS

Detailed error condition

Detailed description	If the learner is undertaking an apprenticeship (DD07 = Y) framework programme ( LearningDelivery.AimType = 1), then the Learning start date of the programme must not be after the 'Effective to' date for this framework in the Framework table in LARS (error where LARS_EffectiveTo is known and LearningDelivery.LearnStartDate > LARS_EffectiveTo in the LARS_Framework table) where (LARS_ProgType = LearningDelivery.ProgType and LARS_FWorkCode = LearningDelivery.FworkCode and LARS_PwayCode = LearningDelivery.PwayCode )
Exclusions	This rule is not triggered by: Restarts (RES) or Apprenticeship Frameworks (progType 25)
