Detailed error condition

Detailed description	For starts on or after 1 April 2021 ( LearningDelivery.LearnStartDate >= 2021-04-01), an ACT 2 record must not be returned on programme aims ( LearningDelivery.AimType = 1) (error where LearningDelivery.LearnStartDate >= 2021-04-01 and LearningDelivery.AimType = 1 and there is a record of LearningDeliveryFAM.LearnDelFAMType = ACT and LearningDeliveryFAM.LearnDelFAMCode = 2)
Exclusions	This rule is not triggered by Restarts ( LearningDeliveryFAM.LearnDelFAMType = RES)
