Guidance	Remove the English and Maths aim which is funded through adult skills and replace it with a functional skills aim if applicable which is funded as part of the apprenticeship
Description	For starts on or prior to 31 July 2024 an Adult skills funded English or maths aim cannot be started while a learner is on an apprenticeship funded programme

Detailed description	For starts on or prior to 31 July 2024 ( LearningDelivery.LearnStartDate <= 2024-07-31) an Adult skills funded English or maths aim (DD31 = Y) cannot be started while a learner is on an apprenticeship funded programme (DD32 = Y). (error where ( LearningDelivery.LearnStartDate DD31 = Y) >= ( LearningDelivery.LearnStartDate DD32 = Y))
