Intent	This rule ensures that there is an assessment price recorded in the ILR for an apprenticeship standard learner who has been recorded as completed.
Guidance	If an apprenticeship standard learner has been recorded as completed a TNP 2 record needs to be added onto the learner record which shows the assessment cost for the standard, this will clear the error once returned.
Description	A learner must not have more than one Work placement record with the same Work placement start date.

Detailed error condition

Detailed description	There must be an assessment price recorded for completed ( LearningDelivery.CompStatus = 2) apprenticeship standard ( LearningDelivery.ProgType = 25) programmes ( LearningDelivery.AimType = 1) (error where there is no record where (AFinType = TNP and AFinCode = 2 or 4)
Exclusions	(This rule is not triggered by non-funded apprenticeship standards (FundModel = 99 and ProgType = 25))
