Intent	This rule ensures that there is not more than one learner with the same ULN recorded in the ILR file
Guidance	Check the ILR file to ensure that there is not more than one learner recorded with the same ULN, if a duplicate learner is found this must be deleted. If the learner has progressed onto another course within the same academic year and the new aims have been added onto a new record this must be deleted and the aims recorded on the original record.
