Intent	This rule ensures that the learner cannot be studying for an Adult skills funded apprenticeship where their Prior attainment is level 4 or above
Guidance	Ensure that, where the learner's prior attainment level is level 4 or above, and the learner is adult skills funded, they cannot be on an Adult skills funded (FM = 35) intermediate, advanced, or higher level 4 apprenticeship
Description	If the prior attainment level is level 4 or above, and the learner is adult skills funded, then the learner must not be on an Adult skills funded intermediate, advanced, or higher level 4 apprenticeship

Detailed error condition

Detailed description	If the prior attainment level is level 4 or above ( PriorAttain.PriorLevel = 7, 8, 9, 10, and the learner is adult skills funded ( LearningDelivery.FundModel = 35), then the learner must not be on an Adult skills funded intermediate, advanced, or higher level 4 apprenticeship (error where LearningDelivery.ProgType = 2, 3 or 20)
