Intent	This rule ensures that the prior attainment recorded is a valid code in the ILR Specification
Guidance	Review the Prior attainment code recorded in the ILR to ensure that it is valid in the ILR specification for the academic year the learner is studying in.
Description	If returned the Prior attainment level must match a valid code in the ILR specification and will trigger an error if it is not a valid lookup.

Detailed error condition

Detailed description	If returned ( PriorAttain.PriorLevel is known), the Prior Level must be a valid lookup (error where PriorAttain.PriorLevel <> valid lookup on ILR_PriorAttain)
