This rule is not triggered by: Community learning aims LearningDelivery.FundModel = 10
None funded provision ( LearningDelivery.FundModel )= 99
16-19 funded learners ( LearningDelivery.FundModel )= 25 or 82
Tailored Learning funded ( LearningDelivery.FundModel ) = 11
