Detailed error condition

Detailed description	If returned ( Learner.PlanLearnHours is known), the sum of the Planned learning hours and the Planned employability, enrichment and pastoral hours must not be greater than 4000 hours (error where Learner.PlanLearnHours + Learner.PlanEEPHours > 4000)
Exclusions	This rule is not triggered by Other 16-19 provision ( LearningDelivery.FundModel = 82) or T Level programmes ( LearningDelivery.FundModel = 25 and LearningDelivery.ProgType = 31)
