Exclusions	This rule is not triggered by apprenticeships (DD07 = Y) or when all learning aims are closed ( Learningdelivery.LearnActEndDate is known) or Other 16-19 provision ( LearningDelivery.FundModel = 82) or T Level programmes ( LearningDelivery.FundModel = 25 and LearningDelivery.ProgType = 31)
