Detailed error condition

Detailed description	If the learner's learning in 16-19 funded ( LearningDelivery.FundModel = 25), the Planned employability, enrichment and pastoral hours, must be returned (error where Learner.PlanEEPHours is unknown)
Exclusions	This rule is not triggered by apprenticeships (DD07 = Y), or when all learning aims are closed ( Learningdelivery.LearnActEndDate is known) or T Level programmes ( LearningDelivery.FundModel = 25 and LearningDelivery.ProgType = 31)
