Detailed description	If a Learner FAM Type of Special Educational Needs (SEN) is recorded ( LearnerFAM.LearnFAMType = SEN and LearnerFAM.LearnFAMCode = 1), the learner must not have a record of FAM type EHC as well (error where there is also a record of ( LearnerFAM.LearnFAMType = EHC and LearnerFAM.LearnFAMCode = 1)
