If Advanced Learner Loan Bursary rate 1 or 3 are recorded ( LearningDeliveryFAM.LearnDelFAMType = ALB and LearningDeliveryFAM.LearnDelFAMCode = 1) or ( LearningDeliveryFAM.LearnDelFAMType = ALB and LearningDeliveryFAM.LearnDelFAMCode = 3), then the provider must be a contract funded provider (error where FCT for this LearningProvider.UKPRN where ContractAllocation.FundingStreamPeriodCode = ALLBC2425 )
