Detailed error condition

Detailed description	If the learning aim is not part of a funded apprenticeship programme, then the Eligibility for enhanced apprenticeship funding must not be returned (error where LearningDeliveryFAM.LearnDelFAMType = EEF)
Exclusions	This rule is not trigged for funded apprenticeships ( LearningDelivery.FundModel = 35, 36 or 81 and DD07 = Y)
