Intent	This rule ensures that a learner does not have a LLDD code returned against there record when they have declared they do not have an applicable disability.
Guidance	If this error has triggered and the learner has declared a disability then code 2 cannot be returned code 1 must be used in its place.
Description	If the learner's LLDD and health problem is 'Learner does not consider himself or herself to have a learning difficulty and/or disability or health problem" then code 2 cannot be returned.

Detailed error condition

Detailed description	If the learner's LLDD and health problem is 'Learner does not consider himself or herself to have a learning difficulty and/or disability or health problem' ( Learner.LLDDHealthProb = 2), then a LLDD and Health Problem record must not be returned (error where the LLDDandHealthProblem record is known)
