This funding model is not valid for the start date of the learning aim

Intent

This rule ensures that learners cannot be enrolled on funding model 35 after the 1st of August 2024 unless they are restarting an aim which they have previously started.

Guidance

Check that the learner has been recorded with the correct funding model for their start date, if this learner has previously started a learning aim under funding model 35 and went on a break in learning then they can return to that aim but the restart indicator must be returned.

Detailed error condition
Detailed description

If the Adult Skills Funding model has been returned ( LearningDelivery.FundModel = 35), the learning start date of the aim must not be on or after 1 August 2024.

(error where LearningDelivery.LearnStartDate >= 2024-08-01 and LearningDelivery.FundModel = 35)

Exclusions

This rule is not triggered by Restarts ( LearningDelivery.LearnDelFAMType = RES)
