Intent	This rule ensures that the funding model recorded in the ILR is a valid code in the ILR specification for the academic year of study.
Guidance	Check the funding model recorded in the ILR is valid in the ILR specification for the academic year the learner has enrolled in and update accordingly. If the learner started after the 1st of August then this learner must not have the new aims recorded in the previous years R14 return.
Description	The Funding model must be a valid lookup

Detailed description	The Funding model ( LearningDelivery.FundModel ) must be a valid lookup (error where LearningDelivery.FundModel <> valid lookup on ILR_FundModel)
