Detailed error condition

Detailed description	If returned ( LearningDeliveryHE.FUNDCOMP is returned) then the Completion of year of instance must be a valid lookup (error where LearningDeliveryHE.FUNDCOMP <> valid lookup in ILR_FundComp)
Exclusions	This rule is not triggered where: OfSProviders.HEFundingFieldsRequired = 0
