Detailed description	For the Tailored Learning provision ( LearningDelivery.FundModel = 11) an Employment status record must exist (error where LearningDelivery.FundModel = 11 and there is no Employment status record where LearnerEmploymentStatus.DateEmpStatApp is not on or before the LearningDelivery.LearnStartDate of the learning aim)
