Detailed error condition

Detailed description	If the learning aim is OfS funded ( LearningDelivery.FundMode l = 99 and LearningDeliveryFAM.LearnDelFAMType = SOF and LearningDeliveryFAM.LearnDelFAMCode = 1), then the Equivalent or lower qualification must be returned (error where LearningDeliveryHE.ELQ is unknown)
