Detailed error condition

Detailed description	If the learning aim is Community Learning, Non-funded provision or Tailored learning ( LearningDelivery.FundModel = 10, 99 or 11 ), the Date of birth should be returned (error where Learner.DateOfBirth is unknown)
Exclusions	This rule is not triggered by aims financed by Advanced Learner Loans ( LearningDelivery.LearnDelFAMType = ADL)
