Intent	This rule ensures that the core aim is only recorded for 16-19 funded provision.
Guidance	This rule will only trigger where the core aim (AimType 5) is recorded on a provision which is not 16-19 funded (funding model 25) to clear this error remove the Aim or change the funding model to 25.
Description	The core aim is only valid for 16-19 provision and should not be recorded on any other funding model

Detailed description	The 'Core aim' is only valid for 16-19 non apprenticeship provision (error where LearningDelivery.AimType = 5 and LearningDelivery.FundModel <> 25 or 82)
