Description	If a financial type is returned, then the financial code must be a valid lookup for that financial type

Detailed description	If a financial type is returned ( AppFinRecord.AFinType is known), then the financial code must be a valid lookup for that financial type (error where AppFinRecord.AFinCode <> valid lookup on ILR_AppFinRecordAFinTypeAFinCode)
