Intent	This rule ensures that the TNP or PMR date recorded more than two years after the actual end date
Guidance	Check that the financial record dates are not more than two years after the actual end date
Description	For the apprenticeship standard programme, the apprenticeship financial record date for a price record must not be after the achievement date or must not be after the learning actual end date where the learner has withdrawn.

Detailed error condition

Detailed description	The apprenticeship financial record date must not be more than two years after the Learning actual end date of the apprenticeship standard or framework programme ( LearningDelivery.AimType = 1 and LearningDelivery.ProgType = 2, 3, 20, 21, 22, 23, 25) (error where AppFinRecord.AFinDate > 2 years after LearningDelivery.LearnActEndDate )
