Community Learning Purpose (ACL)
From 1 August 2023 we have introduced changes to how Community Learning is collected in the ILR.
The existing 4 ASL codes (PCDL, FEML, WFL, NDLC) are no longer used for new starts and have an end date of the 31st of July 2023. These are to be used for existing learners who started on provision prior to that date.
We have added 7 new ACL “purpose” types which now replace ASL, the completion of this field is enforced by validation. Each learner must have 1 code recorded per learning aim. We recognise that a learner may have more than one purpose for enrolling on Community Learning provision so please attribute the main purpose for the training. For 2023/24, providers have the discretion to record purpose on a per course basis rather than per learner.
Recording Family Learning
We have added a process to record family learning in the ILR. The (AFL) funding and monitoring code should be added into the ILR when a community learning aim is being delivered as part of Family Learning. This field will not be enforced by validation for the 2023/24 academic year but providers are expected to return this data where available from the 1st of August to identify this type of delivery. Validation is expected for these fields for Community Learning from 2024/25.
Community Learning collection requirement changes for 23/24
The following ILR fields have been added to the collection requirements for Community Learning
Full/co-funding indicator (FFI): FFI1 (fully funded learning aim) should be used if the learner is fully funded and does not pay any fees. FFI2 (co funded learning aim) should be used if the learner is co-funded and, as such, makes a contribution to the cost of the provision by paying a fee.
Employment status and Employment status monitoring: should be collected where this information is available
Destination and progression data: should be added into the ILR where the learner destination information is available
The above changes to the collection requirements will not be enforced by validation for the 2023/24 academic year but providers are expected to return this data where available. Validation is expected for these fields for Community Learning from 2024/25.
