Intent	This rule ensures that if a Construction Skills Certification Scheme (CSCS) card is recorded, another aim with the Building and Construction Sector Subject Area (that is not a CSCS card) must also be recorded.
Guidance	Construction Skills Certification Scheme (CSCS) card learning aims can be found in LARS and have LARS_CategoryRef 76. When a Construction Skills Certification Scheme (LARS category code = 76) learning aim has been recorded then another adult skills funded learning aim with Building and Construction Sector Subject Area (5.2) that is not a CSCS card aim must also be recorded.
Description	If there is a learning aim that is adult skills funded (FM38) and has LARS category reference Construction Skills Certification Scheme (CSCS) (LARS_CategoryRef = 76), then the learning start date of this aim must be between the learning start date and learning actual end date (if returned) of another adult skills funded learning aim with Building and Construction Sector Subject Area that is not a CSCS card (LARS_CategoryRef <> 76).

Detailed error condition
