Description	For starts after 31 July 2016 and on or prior to 31 July 2024, where the learning aim is funded through the Adult skills funding model, then the aim must not be a level 4 aim

Detailed error condition

Detailed description	For starts after 31 July 2016 ( LearningDelivery.LearnStartDate > 2016-07-31), and on or prior to 31 July 2024 ( LearningDelivery.LearnStartDate <= 2024-07-31) and the learning aim is funded through the Adult skills funding model ( LearningDelivery.FundModel = 35), then the aim must not be a level 4 aim (error where ( LearningDelivery.LearnAimRef = LARS_LearnAimRef) and LARS_NotionalNVQLevelv2 = 4)
Exclusions	This rule is not triggered by apprenticeships (DD07 = Y), OLASS learners ( LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 034), or Restarts ( LearningDeliveryFAM.LearnDelFAMType = RES), or Full funding for learners in devolved areas ( LearningDeliveryFAM.LearnDelFAMType = DAM and LearningDeliveryFAM.LearnDelFAMCode = 023)
