Guidance	Ensure that for aim starts between 1 August 2016 and 31 July 2017 (that are not Apprenticeship, Restart, Steel Industries Redundancy Training or delivered by a provider with an organisation type of Specialist Designated College), and the aim is level 3 and funded through the Adult skills funding model, there must be an entitlement LARS category code attached to the aim in FALA
Description	For starts between 1 August 2016 and 31 July 2017, if the learning aim is funded through the Adult skills funding model, and is level 3, then the aim must have an entitlement LARS category code

Detailed error condition

Detailed description	For starts between 1 August 2016 ( LearningDelivery.LearnStartDate >= 2016-08-01) and 31 July 2017 ( LearningDelivery.LearnStartDate <= 2017-07-31), if the learning aim is funded through the Adult skills funding model ( LearningDelivery.FundModel = 35), and is level 3 ( LearningDelivery.LearnAimRef = LARS_LearnAimRef and LARS_NotionalNVQLevelv2 = 3), then the aim must have an entitlement LARS category code (error where LARS_CategoryRef <> 38)
Exclusions	This rule is not triggered by apprenticeships (DD07 = Y), OLASS learners ( LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 034), or Restarts ( LearningDeliveryFAM.LearnDelFAMType = RES) or Steel Industries Redundancy Training ( LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 347), or Providers with an organisation type of Specialist Designated College ( LearningProvider.UKPRN = Org_Details.UKPRN and LegalOrgType = USDC)
