Detailed description

If the Completion status is 'the learner is 'continuing', 'the learner has completed' or 'the learner has temporarily withdrawn due to an agreed break in learning' ( LearningDelivery.CompStatus = 1, 2 or 6), the Withdrawal reason must not be returned (error where LearningDelivery.WithdrawReason is known)
