Intent	To ensure eligible providers can only deliver 'Short Courses' and the details in the ILR match the details in the Apprenticeship Service
Guidance	Check details in the provider's apprenticeship account that they are able to deliver short courses (apprenticeship units), check that the Apprenticeship Unit Identifier (LearningDelivery.LearnDelFAMType = LDM and LearningDelivery.LearnDelFAMCode = 403) has been returned in the ILR and the aims match and are valid in the Apprenticeship Service.
Description	If this UKPRN is in the Apprenticeship Service (AS) and the learning aim is identified as Apprenticeship Unit Identifier (LearningDelivery.LearnDelFAMType = LDM and LearningDelivery.LearnDelFAMCode = 403) then the UKPRN must be able to deliver 'Short Course' and the learning aim must be a valid lookup in the Apprenticeship Service.

Detailed error condition
Detailed description	If this UKPRN is in the Apprenticeship Service (AS) and the learning aim is identified as Apprenticeship Unit Identifier ( LearningDelivery.LearnDelFAMType = LDM and LearningDelivery.LearnDelFAMCode = 403) then the UKPRN must be able to deliver 'Short Course' and the learning aim must be a valid lookup in the Apprenticeship Service. (error where LearningProvider.UKPRN = AS_UKPRN and LearningDelivery.LearnDelFAMType = LDM and LearningDelivery.LearnDelFAMCode = 403 and AS_CourseType = 'ShortCourse' and AS_Status = 'Active', 'ActiveButNotTakingOnApprentices' and LearningDelivery.LearnStartDate < AS_EffectiveFrom or LearningDelivery.LearnStartDate > AS_EffectiveTo (where AS_EffectiveTo is returned) where LearningDelivery.LearnAimRef = AS_LARSCode)
