Detailed description	If the learning aim started on or after 1 August 2013 ( LearningDelivery.LearnStartDate => 2013-08-01), and the UCAS personal ID has been returned (LearnerHE.UCASPERID), then the UCAS application code must be returned (error where LearningDeliveryHE.UCASSCHEMECODE is unknown)
