Intent	This rule ensures that Occupation code is valid in the ILR specification
Guidance	Ensure that, the Occupation code has been returned and is valid in the ILR specification
Description	If returned, and the learning aim started on or after 1 August 2014, then the Occupation code must be a valid lookup from SOC lookup in the ILR specification

Detailed error condition

Detailed description	If returned ( LearningDeliveryHE.SOC is known), and the learning aim started on or after 1 August 2014 ( LearningDelivery.LearnStartDate => 2014-08-01), then the Occupation code must be a valid lookup from SOC2010 lookup in Appendix L (error where LearningDeliveryHE.SOC <> valid lookup in ILR_SOC)
